Haryana HC Pulls Up State Over Long-Term Guest Teachers, Orders Regularisation
Court says teachers cannot be treated as temporary “spares” for nearly 20 years after serving in government schools.
The Punjab and Haryana High Court has directed the Haryana government to consider regularising guest faculty teachers and lecturers who have been serving in government schools for almost two decades. The court strongly criticised the prolonged use of teachers in temporary roles despite continuous vacancies.
Hearing a petition filed by guest teachers appointed during 2005–06, Justice Sandeep Moudgil observed that educators cannot be treated as stop-gap arrangements after performing regular teaching duties for nearly 20 years. The court said such reliance on contractual teachers reflects a growing trend of cost-cutting in public education.
The state government had opposed the plea, arguing that the teachers were hired as temporary staff and not through a regular recruitment process. However, the court rejected the argument, noting that the teachers were appointed through merit-based selection and continued due to an ongoing need in schools.
The High Court has now directed authorities to process their regularisation under the 2014 policy within two months, along with service and retirement benefits.
