Punjab and Haryana High Court Suspends Kaithal Judge Rajeev Goyal Amid Disciplinary Proceedings
Suspension linked to his tenure as Panchkula CBI Court judge; High Court order cites contemplated disciplinary action without revealing specific reasons
The Punjab and Haryana High Court has suspended Rajeev Goyal, currently serving as the Additional District and Sessions Judge in Kaithal, with immediate effect. The suspension order, issued by the High Court’s Registrar General on May 29, did not specify the exact reason behind the move but confirmed that disciplinary proceedings are being contemplated against the judicial officer.
The order indicates that the matter relates to Goyal’s previous posting as Special Judge of the Central Bureau of Investigation (CBI) Court in Panchkula, a role he held before his transfer to Kaithal in April 2026.
As per the official notification, the Chief Justice and Judges of the High Court invoked powers under Article 225 of the Constitution of India and Rule 4(b) of the Haryana Civil Services (Punishment and Appeal) Rules, 2016, to place Goyal under suspension pending disciplinary review.
During the suspension period, Goyal’s headquarters will remain in Kaithal, and he will not be allowed to leave without prior permission from the District and Sessions Judge, Kaithal. He will receive a subsistence allowance in accordance with Haryana Civil Service rules.
The development has drawn attention due to similarities with the case of Sudhir Parmar, Goyal’s predecessor as Special Judge of the Panchkula CBI Court, who was suspended in April 2023 following anti-corruption raids linked to allegations of corruption and favoritism toward real-estate developers.
The Panchkula CBI Court is responsible for handling judicial trials in cases investigated by the CBI across Haryana. After Parmar’s suspension, Goyal had taken over the court before being transferred to Kaithal on April 23, 2026.
Although no detailed allegations have been made public, the High Court’s action signals a serious administrative inquiry concerning Goyal’s earlier judicial assignment.
