SIR Phase III Enumeration Begins in Four States to Update Electoral Rolls
Election Commission launches house-to-house verification in Odisha, Mizoram, Sikkim, and Manipur to ensure accurate voter lists
New Delhi, May 31, 2026: The Election Commission of India (ECI) has officially launched Phase III of the Special Intensive Revision (SIR) Enumeration process in four states — Odisha, Mizoram, Sikkim, and Manipur — to update and verify electoral rolls ahead of upcoming elections.
The initiative is aimed at ensuring that only eligible voters are included in the electoral list while preventing duplication or inaccuracies. Conducted under Article 324 of the Constitution of India, along with provisions of the Representation of the People Act, 1950, the exercise focuses on maintaining fair and transparent electoral records.
The house-to-house verification process began on May 14, 2026, with Booth Level Officers (BLOs) visiting households to verify voter details and collect enumeration forms. According to the Election Commission, citizens aged 18 years or above and eligible under law are encouraged to cooperate during the process to avoid exclusion from voter rolls.
As per the announced schedule, draft electoral rolls for Manipur and Odisha will be published on August 30, 2026, while Mizoram and Sikkim are expected to release theirs on September 1, 2026.
To simplify participation, the Commission has enabled both online and offline submission of forms. Voters can submit their documents directly to BLOs or use official digital platforms for registration and updates.
The Election Commission also allowed political parties to appoint additional BLO agents to enhance transparency and ensure wider participation during the revision process.
The ECI emphasized that the exercise is crucial for maintaining a fair, inclusive, and updated democratic framework and urged citizens to actively participate in the verification drive.
